CHOCOLAY TWP. Mich. (WZMQ) – a politically motivated display on M-28 in Chocolay Township has been getting a lot of attention since it was erected last week.
The display is of a gallows-like structure that includes a noose and the words justice, freedom, and bureaucrats written on it in spray paint.
In an exclusive interview with 19 News, the creator, Tom Pegenau, WHO did not want to appear on camera, says the structure is not directed at any one individual or group, but is a reflection of his displeasure with the government in general.
Pegenau spoke to 19 News reporter John Truitt, admitting the imagery is extreme and likely offensive to some. However, he stands by his message, claiming freedom of speech.
19 News reached out to Chocolay Township Manager Greg Elliot, WHO says Pegenau has been notified he is in violation of not obtaining a zoning compliance permit before construction and does not meet the 30-foot setback requirement from the property line.
Pegenau has 2 weeks to comply with the notice.
