Michigan National Guard announces leadership changes

LANSING, Mich. — The Michigan Department of Military and Veterans Affairs has announced four leadership changes across the Michigan National Guard. These changes reflect our commitment to excellence and the continued advancement of our organization under the guidance of exceptional leaders.

Major General Bryan J. Teff vacated his position as Assistant Adjutant General – Air (ATAG) on September 30, 2024. Maj. Gen. Teff will continue to support our nation as the Mobilization Assistant to the Combatant Commander, North American Aerospace Defense Command, United States Northern Command.

Colonel Daniel J. Kramer II was promoted to the rank of Brigadier General and assumed the role of Assistant Adjutant General – Air (ATAG) and Commander of the Michigan Air National Guard on October 1, 2024. Brig. Gen. Kramer has served with distinction in a variety of operational and staff positions throughout his career. He has commanded at the squadron, group and wing levels and has deployed multiple times in support of Operations Southern Watch, Enduring Freedom and Iraqi Freedom. He has also served as the Chief of Combat Operations at the 603rd Air Operations Center, Ramstein Air Base, Germany, and the Commander of the 110th Wing, Battle Creek Air National Guard Base, Michigan.

Brigadier General Rolf E. Mammen was promoted to Major General effective August 15, 2024. After serving our state and nation for 37 years with unwavering commitment, Maj. Gen. Mammen will retire on October 5, 2024. Throughout his 30-year tenure with the Michigan Air National Guard, he has held numerous leadership and command roles, including: 127th Maintenance Group Commander, 127th Vice Wing Commander, Director of Operations at the Michigan Air National Guard, 127th Wing Commander and most recently as the Commander of the Michigan Air National Guard. As a traditional guardsman, Maj. Gen. Mammen has shown exceptional leadership at every level of command while excelling in his civilian career. 

Colonel Lucas J. Lanczy assumed command of Camp Grayling Joint Maneuver Training Center on October 1, 2024, taking over for Colonel Scott Meyers who will continue in his role as Michigan National Guard Assistant Adjutant General – Initiatives. Col. Lanczy has served with distinction in a variety of operational and staff positions throughout his career including two combat tours deploying to Regional Command South, Afghanistan and East Baghdad, Iraq. He has commanded the 1431 Engineering Company, served as the Executive Officer for the Michigan Army National Guard’s Recruiting and Retention Battalion, commanded the 107th and 507th Engineer Battalion and served as the Deputy G3 for the 46th Military Police Command. Col. Lanczy’s most recent assignment was Commander of the 177th Military Police Brigade in Taylor.

“These esteemed leaders have consistently demonstrated unwavering dedication and selfless service to the State of Michigan and our nation,” said U.S. Army Maj. Gen. Paul D. Rogers, adjutant general and director of the Michigan Department of Military and Veterans Affairs. “Their contributions have significantly strengthened the MING and we owe them a debt of gratitude. Congratulations to Maj. Gen. Teff, Brig. Gen. Kramer and Col. Lanczy on their continued career successes. And our warmest congratulations to Maj. Gen. Mammen on his promotion and best wishes to him in retirement.”
